Two doors, and which one we would open first

Loto-Québec, if you want the legal certainty and the safety net. An international site, if you want bigger welcome offers and a wider lobby, and you accept that nobody in Québec City will help you if a withdrawal goes sideways.

That is the verdict. Now the reasons.

Loto-Québec states that only its site is legal in the province. The international casinos on our list hold licences from First Nations regulators (Kahnawake, Tobique), which Québec does not recognize as permission to serve its residents. Yet they are reachable, because the law that would have blocked them was struck down in court. Both statements are true at once, and most of the confusion online comes from people picking one and ignoring the other.

(Montrealers know this kind of arrangement well. The orange cone on your street is "temporary". It has been there since spring. Everyone drives around it.)

Loto-Québec online in October 2026

The brand on the door now reads "Casino en ligne, jouer sur lotoquebec.com". Behind it, the games still load from espacejeux.com (official), the name the site carried when it launched on 1 Dec 2010. If you have an old Espacejeux bookmark, it still works.

What is in the lobby

Slots, including IGT tournaments, HIGH 5 titles, Gaming Realms games and the MEGAVAULT progressive. Table games. Live dealer games and live slots. Keno. Crash games. Poker and bingo did not appear on the casino page when we read it.

What is not there

A deposit-match welcome bonus. We saw none. Instead Loto-Québec runs game promotions and tournaments ("Passez en mode or" on IGT games, a HIGH 5 promo, MEGAVAULT's "1 million $ en lots") and a loyalty scheme called Points Casino Extra.

Sports: Mise-o-jeu+

Online Mise-o-jeu started on 26 Mar 2012. Today the online version is Mise-o-jeu+ at miseojeuplus.espacejeux.com, it needs an Espacejeux account, and it covers the NHL, NFL, NBA, MLB, soccer, tennis, F1 and MMA (miseojeu.lotoquebec.com, official). Single-game bets on the Canadiens, yes, legally, since federal Bill C-218 took effect on 27 Aug 2021.

Loto-Québec is a bit like a reliable aunt. Always there, always correct, never the life of the party.

Loto-Québec versus the international sites: an honest tally

What Loto-Québec gets right, and we mean it:

• It is the only option with Québec law behind it. If something goes wrong, there is a Québec Crown corporation to answer for it.
• A deposit limit is mandatory on every account, set at sign-up; time and loss limits are optional (bienjouer.lotoquebec.com, official). No international site on our list forces that.
• Age and identity checks happen at account opening, not at your first withdrawal.
• French everywhere, from the lobby to the help pages. Naturally.
• Self-exclusion tools, plus (reportedly) a casino-counter exclusion that also closes the online account.

Where it falls short:

• No welcome bonus to speak of. If promotions matter to you, the international sites win easily.
• A smaller, more conservative game library.

Five against two looks lopsided, and it is meant to. The two drawbacks are what pull most Québec players elsewhere anyway. According to political commentary from May 2026, Loto-Québec's share of the online market slipped to about 58% from 61%, while the market as a whole grew about 21% in a year. Those figures are reported, not official, but the direction is clear.

Why international sites still load in Québec

Because Bill 74 lost in court.

Adopted on 17 May 2016, it would have required internet providers to block gambling sites listed by Loto-Québec. The Superior Court struck the blocking section down on 18 Jul 2018 (2018 QCCS 3159), the Court of Appeal confirmed on 5 May 2021 (2021 QCCA 730), and the Supreme Court of Canada refused to hear the case on 24 Mar 2022. Internet transmission is federal territory, the courts said, and a province cannot order ISPs around on that ground.

Since then the government has floated an advertising ban (June 2022) and a new law against illegal sites (February 2023), but nothing has been adopted. In May 2026 the Finance Minister reportedly told the budget-estimates hearings that no such bill would come before the end of the legislature, and Québec votes this month.

The part that matters for you: on an international site you have no Québec consumer recourse. Your complaint goes to the casino, then to its own regulator. Nowhere else.

Bonus terms that bite, read for Québec players

The biggest number on the banner is rarely the one that decides anything.

Take the C$1 offers at Zodiac and Lucky Nugget. Cheap to try, and fun for an evening, but the bonus money from those first deposits carries 200x wagering. A C$10 bonus at 200x means C$2,000 of bets before it turns into cash you can withdraw. Zodiac drops to 30x from the third deposit onwards, which is where its offer starts to look reasonable.

At the Baytree sites (Spin, Jackpot City, Royal Vegas, Ruby Fortune) the figure is 35x with a maximum bet shown to us as €8 while the bonus is active; confirm the C$ figure in the cashier. Tooniebet sits at 20x, the lowest we have seen on a Québec-friendly site, with a C$7.50 bet cap and only 10 days to finish.

Ten days. That is one long weekend plus a week of work. Not a lot, if you only play in the evening after the Habs game.

Living near a border: Gatineau, Ottawa and the rest

Gatineau is the one Québec city where this gets fiddly.

Ontario's regulated casinos require players to be physically in Ontario, and they check location. A Gatineau resident who works across the river in Ottawa is, during office hours, standing in Ontario. Whether a given Ontario operator accepts a Québec home address on the account is set in that operator's own terms, so check on site; we have not tested it.

The reverse question comes up at Lac-Leamy, which sits a few minutes from downtown Ottawa and draws plenty of Ontario visitors. Anyone 18+ can play the tables there. Online is different: Mise-o-jeu online is stated to be for Québec residents, and for the online casino the residency rules are on lotoquebec.com, so check there rather than trusting a forum thread.

And on the Ontario side, bonuses are not advertised at all, by rule. That is why our Ontario page looks so different from this one.

Paying from a Québec bank account

Interac e-Transfer first. iDebit and Instadebit as the backup. Crypto at Jackpot City if you are that way inclined.

The question we hear most from Québec readers is about Desjardins and Banque Nationale. Do they let Interac payments go through to international casinos? We do not know yet, and we will not pretend to. Both are on our editorial test list. What we can say: no Canadian bank we checked publishes a policy blocking Interac payments to gambling sites, so you will not see us call any bank a blocker.

The more common problem is duller. Your daily e-Transfer limit runs out. Usually the same week you paid the deposit on a new apartment for 1 July, because in Montréal moving day is a season, not a date.

The four Loto-Québec land casinos

All four are run by Loto-Québec, all are 18+, and one of them changes its hours next week.

Mont-Tremblant first, since it is the one that changes. From 19 Oct 2026 until 20 Dec, the casino closes Monday through Wednesday. Loto-Québec publishes the dates; we did not see a reason given, and we will not invent one (the gap between the leaves and the first ski weekend is the obvious guess, nothing more). If you are planning a mid-week trip in November, check the Loto-Québec page before you leave.

Lac-Leamy in Gatineau mirrors Montréal's schedule almost exactly: open late on weeknights, around the clock on weekends. Charlevoix keeps shorter hours and is the only one that closes before midnight on Sundays.

Help and self-exclusion in Québec

Jeu : aide et référence comes first, always. 514 527-0140 in Montréal, 1 800 461-0140 toll-free, open 24/7, free and confidential (aidejeu.ca, official). A second toll-free number, 1-866-SOSJEUX (1-866-767-5389), reportedly reaches the same service.

Loto-Québec self-exclusion comes in two forms. Both are reported by secondary sources, because the official self-exclusion page sat behind a bot check when we tried to read it, so confirm the details on lotoquebec.com:

• Online: from 3 months to 5 years, not reversible during the chosen period; the account is closed and the balance refunded. It covers Loto-Québec only. Confirm on lotoquebec.com.
• At a casino or gaming hall: done at the customer-service counter, and it also closes your online account. Confirm on lotoquebec.com.

The Loto-Québec portal does list an "Encadrer mon jeu" section with limits, breaks and self-exclusion, which we could read.

One gap to be aware of. Loto-Québec's exclusion does not reach any international site. If you have accounts elsewhere, you need to close or exclude each one separately, using that casino's own tools. More on that on our responsible gambling page.

Age, tax and the small print

18 is the minimum in Québec, for Loto-Québec online, Mise-o-jeu and the casinos. International sites set their own age rules in their terms; the Québec minimum still applies to you.

One more contrast with the international sites. On Loto-Québec the deposit limit is part of opening the account; you cannot skip it. On the international sites the same tools exist, usually under "Responsible gaming" or "Account limits", but you have to go looking. We would set one on day one, before the welcome offer, and lower than feels necessary. Raising a limit usually comes with a waiting period; lowering it tends to work straight away. Check how your casino handles it.
