Ontario Online Casinos: The Regulated Market

By the Best Canadian Casinos editorial team · Checked: 14 Oct 2026 · 19+ (18+ QC, MB, AB)

Ontario has the most crowded legal online casino market in Canada. As of 1 Sep 2026, iGaming Ontario listed 49 operators running 84 gaming websites, all registered with the AGCO and all open only to players aged 19 and over who are physically in the province.

This page sticks to those registered sites. You will not find bonus amounts here, and that is not an oversight: Ontario rules prohibit advertising them.

Who runs Ontario's market, in plain terms

Two bodies. People mix them up constantly.

The AGCO (Alcohol and Gaming Commission of Ontario) is the regulator. It registers operators, writes the Registrar's Standards for Internet Gaming and fines operators who break them.

iGaming Ontario (iGO) conducts and manages the market on the province's behalf, which is how Ontario squares private operators with Criminal Code s. 207. Each operator signs an agreement with iGO. iGO also keeps the public directory of who is in (igamingontario.ca, official), and that directory is the list to trust over any affiliate page, ours included.

The directory's own wording is "accurate as of 2026-09-01". Brands come and go between updates. If one you like is missing, look again a month later before assuming the worst.

(Somewhere in Toronto, a Leafs fan is reading this between periods and wondering why this explanation is longer than the power play. Fair.)

Registered Ontario casino brands

The table below shows brands from our own coverage that appear in the iGO directory. No bonuses, no promo codes, by design.

Beyond our reviewed brands, the directory includes a long list of names you will recognize: bet365, BetMGM, FanDuel, DraftKings, Caesars, BetRivers, theScore Bet and Casino, Betway, 888, LeoVegas, PlayOJO, Jackpot City, Spin Casino, Bet99, PowerPlay, Fanatics Casino, Hard Rock Bet, GGPoker, Pinnacle, TonyBet, Sports Interaction, NorthStar Bets, Betano, Golden Nugget, Play Fallsview and Amazon Slots.

A few of those names are Ontario creations you will not see on rest-of-Canada lists at all. Play Fallsview, NorthStar Bets and Amazon Slots are good examples; we have not reviewed them, and the iGO directory is the place to see who operates each one (do not assume a famous name means the company you know). Others are European groups: PlayOJO's operator, Skill On Net Ltd, also holds a Malta Gaming Authority licence.

How the table is ordered: by our editorial review of the Ontario site, never by offer, since there is no offer to rank. Brands we have not reviewed are listed in the paragraph above in no particular order, and their place there means only that iGO lists them.

Our Ontario-relevant reviews: bet365, 888casino, LeoVegas, Royal Panda, Videoslots, Spin Casino, Jackpot City and Sports Interaction.

Same brand name, different company

This trips up a lot of people moving to Ontario from elsewhere in Canada.

Spin Casino, Jackpot City, Royal Vegas and Ruby Fortune each run an Ontario site under Cadtree Limited, registered with iGO. Their rest-of-Canada sites are run by Baytree Interactive Ltd under a Kahnawake licence. Same logo. Different legal entity, different regulator, different terms.

The pattern repeats elsewhere. Zodiac Casino and Yukon Gold's Ontario sites are operated by Apollo Entertainment rather than Fresh Horizons Ltd. Sports Interaction's Ontario entity is ElectraWorks Maple Ltd. LeoVegas and Royal Panda are TigerGen Limited; Betway is Cadway Limited; 888casino is VHL Ontario Limited; bet365 is Hillside (International Gaming) ENC; PlayOJO is Skill On Net Ltd.

Why care? Because your account, your balance and your complaint route all belong to the Ontario entity while you are in Ontario. If you opened an account on the rest-of-Canada version before moving to Mississauga, do not expect it to carry over. Check with the operator; we have not tested account transfers.

And yes, the Ontario version of a site will usually look tamer than the one your cousin in Halifax sees. Advertising rules, again.

Why this page shows no bonus amounts

AGCO Standard 2.05. It strictly prohibits advertising inducements, bonuses and credits to the public in Ontario, including targeted ads, algorithmic ads and indirect promotion like promo codes. Operators may show offers only on their own site or app, or in direct messages to players who consented on the Ontario site (AGCO guidance of 16 Mar 2022, official).

We think the rule is right. Not a popular opinion among affiliates, but there it is.

A second standard came later. Since 28 Feb 2024, the amended Standard 2.03 bars athletes from gambling ads (except for responsible-gambling messages) and bans celebrities and influencers likely to appeal to minors (AGCO, official). If you have noticed fewer star athletes selling bets during intermissions, that is the standard at work.

The rules have teeth. DraftKings was reportedly fined C$100,000 in 2022 and BetMGM C$110,000 over advertising of inducements.

If you are curious what an operator's offer is, log in on its Ontario site and read it there, with the terms underneath. That is exactly where the rules want it.

Checking that a site really is registered

Thirty seconds, most of the time.

  1. Open the iGO regulated-market directory and search the brand name.
  2. On the casino itself, scroll to the footer. Look for the operating company's name and an iGO or AGCO reference, then match the company to the directory entry.
  3. Look at the web address. Many international brands use a separate Ontario domain or an "/on/" path; LeoVegas, for instance, uses leovegas.com/en-ca/on/.
  4. For the regulator's side, the AGCO keeps a registry at registry.agco.ca (reported; we did not test its search).

A site that asks an Ontario player for a crypto deposit and shows a Curaçao or Kahnawake licence in the footer is not an Ontario-registered site, whatever its banner says.

Being outside Ontario changes things the other way: an Ontario-registered site uses geolocation and will refuse play when you are physically somewhere else. Cottage country counts as Ontario. Gatineau does not, which matters if you live in Ottawa and spend weekends across the river; our Québec page covers that side.

Ontario stopped being the only province with this model on 13 Jul 2026, when Alberta opened its own regulated market. The two look alike from a player's chair, though the age differs: 19 in Ontario, 18 in Alberta. See the Alberta page for that side.

How we review an Ontario brand (and what we leave out)

No bonus score. That is the main difference.

On rest-of-Canada reviews, the welcome offer and its wagering are part of the rating. For Ontario we drop that weight entirely, because we cannot publish the figures and would not want to rank a brand on something we cannot show. What remains:

  • Registration: is the brand in the iGO directory, and under which company?
  • Responsible-gambling tools: limits, time-outs, reality checks and how easy they are to find in the account menu.
  • The terms on withdrawals and account verification, read in full.
  • The game lobby and live tables, by studio.

Four things, not five. The method is described in full on how we rate.

We also leave out anything that would work as an indirect promotion: no "exclusive" codes, no landing pages built around an offer. If that makes our Ontario pages dull compared with the rest of the site, that is fine by us. Dull is the point of a regulated market.

Visitors from other provinces, one practical note. A Quebecer who is 18 can play at Loto-Québec at home but not on an Ontario site during a weekend in Toronto; the Ontario age is 19 and the site checks your location, not your home address.

BetGuard: one exclusion for every regulated site

New this year, and the most useful change in Ontario since launch.

Since 14 May 2026, iGO has run BetGuard, a centralized self-exclusion system covering all regulated Ontario sites at once (AGCO, official). Before that, excluding yourself meant going site by site, and with 84 sites that was close to impossible.

Reported terms are 6 months, 1 year, 5 years or a custom period. Confirm the current options on the BetGuard sign-up before choosing.

What BetGuard does not cover: any offshore site. Whether it also reaches OLG's own online channel is something to confirm at sign-up; we did not verify it. If you hold accounts on unregistered casinos, those need excluding one by one.

OLG's responsible-gambling programme, PlaySmart, sits at playsmart.ca (official; the site would not load for our checker, so its contents are reported).

Playing day to day: payments and games

Payment methods on Ontario sites are set by each operator and approved under its registration. Interac e-Transfer appears at many of them; card, e-wallet and bank options vary. We have not re-read each Ontario cashier for this update, so treat every specific method and limit as "check on site".

The game side is familiar. Slots from the major studios, live dealer tables, blackjack and roulette.

Before you play for money, the demo versions on our free games pages cost nothing: Thunderstruck II, Single Deck Blackjack and European Roulette, among others. RTP shown there is the provider default; check the game info inside the casino for the version actually running.

Taxes, briefly: recreational winnings are generally not taxable under CRA Folio S3-F9-C1. General information, not tax advice.

Getting help in Ontario

ConnexOntario is the first call: 1-866-531-2600, 24/7, or text CONNEX to 247247 (connexontario.ca, official). Free, confidential, and it can point you to treatment close to home.

Then BetGuard for self-exclusion across all regulated sites, and each operator's own deposit, loss and time limits, found in the account settings.

The legal background, province by province, is on our legal status page. The general guide to limits and warning signs is on the responsible gambling page.
